On 22 January, the Austrian Federal Ministry for European and International Affairs hosted a Round Table on reconstruction in Gaza and Syria. Foreign Minister Beate Meinl-Reisinger opened the discussion, underlining the strategic importance of early coordination between diplomacy and the private sector for long-term stability. The event was chaired by Special Envoy Ambassador Dr. Arad Benkö.

During the Round Table, representatives from the European Union, AUSSENWIRTSCHAFT AUSTRIA, the Industriellenvereinigung (Federation of Austrian Industries), and other key institutions provided updates on the political and economic framework. The Austrian-Arab Chamber of Commerce (AACC) participated actively, with its Arab President, Mr. Louai Kuzbari, attending alongside delegates from 26 Austrian companies. AACC Secretary General DI Mouddar Khouja presented an in-depth overview entitled “Investment Opportunities for Austrian Companies in Syria,” drawing on direct regional expertise.

From 1971 onward, Syria’s economy under President Hafez al-Assad was shaped by a centralized, state-controlled system marked by nationalization, restricted foreign investment, and inefficient allocation of public revenues. While major infrastructure projects were implemented, structural inefficiencies and systemic corruption limited economic development. Under Bashar al-Assad, reform attempts remained superficial and failed to dismantle entrenched clan-based economic structures. Following the outbreak of the conflict in 2011, Syria experienced massive physical destruction, international isolation, currency collapse, and severe shortages across energy, water, healthcare, and transport.

By the end of 2024, Syria’s GDP had declined to approximately USD 29.5 billion, GDP per capita to below USD 900, and public debt exceeded 120 percent of GDP, with nearly 90 percent of the population living in poverty. The scale of destruction is profound, affecting housing, hospitals, schools, and industrial facilities nationwide, with estimated reconstruction needs of up to USD 400 billion.

After the collapse of the Assad system in December 2024, Syria entered a new transitional phase. In 2025, key international sanctions were lifted or significantly eased, enabling Syria’s reconnection to the international banking system and the gradual reopening of the economy. Currency stabilization, the resumption of industrial production, visible reductions in corruption, and signed reconstruction contracts exceeding USD 40 billion indicate a cautious but tangible shift toward a market-oriented economic framework.

This transformation creates significant opportunities for Austrian companies, particularly in infrastructure, energy, housing, transport, industry, telecommunications, and public-private partnership projects. Austria’s technological expertise, experience in complex infrastructure delivery, and strength in PPP models position Austrian firms as credible partners in Syria’s reconstruction.

To facilitate responsible and compliant engagement, representatives of the Austrian economy emphasized the need for clear legal guidance on sanctions compliance, reliable payment mechanisms, export and investment guarantees, effective investment protection, and strengthened economic diplomacy. In this context, a working visit by Foreign Minister Beate Meinl-Reisinger to Syria, with a clear economic focus, was highlighted as an important signal to support Austrian companies and deepen bilateral economic dialogue.

As Henry Kissinger once observed, “There can be no peace without Syria.” Syria’s economic recovery is therefore not only a humanitarian necessity but a strategic requirement for regional stability. Early, coordinated Austrian engagement—linking political dialogue, private-sector expertise, and multilateral cooperation—can contribute meaningfully to reconstruction while opening sustainable opportunities for Austrian businesses.

Member Introduction: Ignite Grow LLC

Ignite Grow LLC “I&G” is a Cairo-based technology delivery hub built to serve international companies with reliable, cost-efficient, and scalable technical execution. The event began with a special video message from H.E. Dr. Alexander Van der Bellen, the President of Austria, who conveyed his appreciation for the longstanding partnership between Austria and the Arab world, saying:

"Since its founding, the AACC has played a crucial role in building and nurturing economic, cultural, and scientific ties between Austria and the Arab world. It is through efforts like yours that meaningful and lasting relationships continue to thrive, and Austria is grateful for the unwavering dedication to promoting mutual understanding and cooperation across borders.”

His words highlighted the depth and importance of this collaboration, emphasizing the chamber's pivotal role in strengthening these bonds.

Following the President’s message, DI Omar Al-Rawi, Member of the Vienna Provincial Parliament and City Council, addressed the gathering on behalf of Mayor Dr. Michael Ludwig. Al-Rawi underscored the role of the City of Vienna in advancing smart city initiatives and renewable energy projects, presenting Vienna as a model example of modern energy solutions in urban construction and infrastructure development.

Subsequently, H.E. Dr. Werner Fasslabend, Austrian President of the AACC, took the stage to acknowledge both the historical and economic ties shared by Austria and the Arab nations, emphasizing the forum’s potential to further solidify these connections.

In a sequence of high-level addresses, H.E. DDr. Hassan Khaddour, Designated President of the Arab Ambassadors Council, and Dr. Martin Kocher, Austria's Federal Minister for Labour and Economy, elaborated on the opportunities for growth and mutual benefit in key sectors. In his address, Dr. Kocher remarked:

“Today, we face an urgent global challenge: building a sustainable, inclusive, and resilient energy future. Austria has committed to net zero emissions by 2040, leading the European Union by a decade. We aim to achieve net zero electricity by 2030, with an 85% benchmark already achieved last year. Future Austrian-Arab cooperation will be vital in transitioning from fossil fuels to renewables, where research, development, and technological advancement are crucial. With shared goals and mutual dedication, Austria and Arab countries can pave the way for a sustainable energy future."

Following Dr. Kocher’s remarks, Mag. Florian Frauscher from the Austrian Federal Ministry for Digital and Economic Affairs took the floor, sharing a lighthearted note by mentioning that his former minister, Margarete Schramböck, had recently relocated to Riyadh, Saudi Arabia. Frauscher emphasized Austria’s commitment to collaborative efforts with Arab delegations across various sectors, particularly in energy, underscoring the country’s interest in fostering economic partnerships with the Arab world.

The forum’s opening, moderated by S.G. Moudar Khouja, was a well-coordinated display of visionary leadership, setting the stage for a day rich with sector-specific insights.

The forum’s keynote address by Mr. Said Taufik Ridha from the OPEC Fund shifted the focus to energy investment, unveiling strategic opportunities in a rapidly evolving landscape. The following panel on "Investments in Energy" saw experts from OMV, Saudi Arabia, and Mauritania discussing energy’s pivotal role in fostering economic growth and regional stability.

After a networking lunch, the forum resumed with an exploration of "Energy and Renewable Energy," bringing to the forefront innovative insights into sustainable energy solutions. H.E. Haitham Al Ghais, Secretary General of OPEC, provided a message that underscored the complex nature of the global energy landscape, saying:

"In our approach to energy, we must adopt an ‘all and all’ strategy, recognizing that no single energy source can meet future demand alone. OPEC's recent World Oil Outlook 2024 highlights a 24% rise in global energy demand by 2050. Balancing oil demand with renewable energy investments is essential for both economic stability and sustainability. OPEC member countries, including those in the Arab world, are leading investments in renewables, low-emission solutions, and technologies like carbon capture. Together, we can shape a future that prioritizes both energy accessibility and environmental responsibility."

Esteemed speakers including Dr. Nazir Aboud Faza, representatives from Daclab, Oliver Obrist, Dr. Chandrasekhar Ramakrishnan, and Dr. Bernard Stöckl shared pioneering projects in renewable energy, carbon economy, and e-fuel technology.

From 3:00 to 4:00 pm, the forum featured a special Showcase of Libya, focusing on the wealth of economic opportunities for engagement within the country. Chaired by H.E. Dr. Khaled Hanafy, the session included insightful presentations from key Libyan organizations and officials, among them representatives from the Libyan Chamber of Commerce and Industry, the Libyan Ministry for Oil and Gas (OPEC), and Studio Legale de Capoa. The President of the Austrian Libyan Association also provided valuable input, further underlining Libya’s strategic sectors with high potential for Austrian-Arab investment and collaboration.

The showcase underscored Libya’s rich resources and highlighted critical industries that could benefit from new partnerships, creating enthusiasm among participants about the avenues for economic cooperation. The forum concluded at 4:00 pm, leaving attendees with fresh perspectives, new connections, and a reinforced commitment to fostering Austro-Arab collaboration and sustainable growth in Libya and beyond.

On August 14, 2024, the Austro-Arab Chamber of Commerce (AACC), in collaboration with Energy Burgenland, welcomed a distinguished delegation of Arab ambassadors and diplomats to Burgenland, Austria. This visit marked a significant step in strengthening the relationship between Austria and the Arab world, particularly in the areas of renewable energy and sustainable development.

The delegation was greeted by Mr. Hans Niessl, former Governor of Burgenland, and Andreas Czerny, CFO of Energie Burgenland. In their welcoming remarks, Mr. Niessl expressed his appreciation for the visit and provided an overview of his vision for Burgenland’s energy landscape. He highlighted how his vision of achieving energy independence from other regions in Austria became a reality. Through close cooperation with Energie Burgenland, the region successfully implemented one of its most impressive renewable energy projects. This initiative led to the installation of 420 wind turbines, the elimination of administrative obstacles, and the creation of a highly efficient financial structure, ensuring the remarkable execution of this ambitious project.

Andreas Czerny then presented the history of Energie Burgenland, focusing on key milestones and achievements in the development of renewable energy. He provided a future outlook that emphasized the company's ongoing commitment to innovation and sustainability, with plans to further expand its renewable energy capacity and continue leading the region toward energy independence. Czerny also underscored Burgenland's goal of becoming the world’s first climate-neutral and energy-independent region by 2030, a vision that aligns with their ongoing efforts in digitalization, value chain optimization, and grid management.

During their visit, the delegation was introduced to Burgenland's remarkable achievements in renewable energy. They toured the region's largest solar park and several wind turbines, gaining

first-hand insights into the advanced technologies that have positioned Burgenland as a leader in renewable energy production. Since the installation of its first wind turbine in 1998, Burgenland has continuously innovated, achieving full energy self-sufficiency by 2013, and today produces 160% of its energy needs from renewable sources.

A significant part of the visit focused on the future of energy storage. Energie Burgenland, in collaboration with a specialized company, is at the forefront of developing a biological energy storage system. This innovative approach, currently in the testing phase, promises to enhance the sustainability and efficiency of energy use in the region. This development is a testament to Burgenland's commitment to staying ahead in the rapidly evolving field of renewable energy.

Moreover, the region’s strategy for 2030 includes ambitious targets such as increasing wind capacity by 1,000 MW, solar capacity by 2,300 MW, and storage capacity by 300 MWh. These efforts also include groundbreaking projects like the world's first organic wind-PV storage plant and the deployment of green hydrogen solutions, aiming to reduce CO2 emissions by 400,000 tons annually.

The day concluded with a luncheon at Das Fritz on Neusiedler See, where the Arab diplomats and Austrian hosts engaged in meaningful discussions about potential future collaborations. Notably, Energie Burgenland recently visited Oman and expressed strong interest in cooperating with Arab countries, signaling a significant step towards international partnerships. The event highlighted the vital role of the AACC in facilitating these high-level exchanges, promoting cross-cultural understanding, and fostering economic and technological partnerships between Austria and the Arab world.

At the conclusion of the event, the Algerian President, Mr. Latrusch, delivered a speech on behalf of the attending ambassadors and diplomats, expressing heartfelt thanks to the AACC and Energie Burgenland for organizing this event. His remarks underscored the importance of such gatherings in strengthening the ties between nations and advancing global sustainability goals.

On June 27, 2024, a significant working meeting took place at the Imperial Hotel Vienna, organized by the Embassy of Algeria to Austria and Slovakia with the support of the Austro-Arab Chamber of Commerce (AACC). This event was part of the official visit of the Algerian Minister of Foreign Affairs, His Excellency Ahmad Attaf. The meeting aimed to strengthen bilateral business relations and explore investment opportunities between Algeria and Austria. It was attended by esteemed representatives from Austrian companies, dignitaries, and members of the Algerian delegation.

The agenda of the event was carefully structured to provide comprehensive insights into Algeria's evolving business environment and to facilitate direct interactions between the Minister and Austrian business representatives. The program began with a presentation by H.E. Ahmad Attaf, who provided an informative overview of the new investment and business climate in Algeria. He highlighted recent economic reforms, government initiatives aimed at attracting foreign investment, and the sectors that offer significant opportunities for Austrian businesses.

President Fasslabend outlined the importance of the Austro-Algerian relationship, which spans decades and is witnessing a new boost through the latest cooperation in economic agreements in the green hydrogen sector.

Following the presentation, there was a dynamic question-and-answer session where representatives from Austrian companies engaged directly with the Minister. This interactive segment allowed participants to seek clarification, offer comments, and discuss specific issues relevant to their business interests. The questions raised by the Austrian representatives covered topics such as regulatory frameworks, investment guarantees, and opportunities for joint ventures, to which the Minister responded comprehensively.

The Austro-Arab Chamber of Commerce (AACC) played a crucial role in this event, as it has been instrumental in fostering economic and commercial ties between Austria and Arab countries, including Algeria. The active participation of the president, H.E. Former Minister Dr. Werner Fasslabend, and the Secretary General, Dipl.-Ing. Mouddar Khouja, underscored the chamber's commitment to enhancing bilateral trade and investment relations. By facilitating dialogue and providing a platform for interaction, the AACC significantly contributed to the event's success, reinforcing its position as a key driver of Austro-Arab economic cooperation.

In conclusion, the working meeting between the Algerian H.E. Ahmad Attaf and representatives of Austrian companies was a resounding success. It served as a vital platform for promoting Algeria as a promising investment destination and for strengthening economic relations between Algeria and Austria. The AACC extends its gratitude to the Embassy of Algeria for the distinct invitation to the exclusive event and looks forward to continued cooperation in the future.

Courtesy Visit of H.E.
A highlight of the forum was a presentation by Rakan Al-Garaawi, a representative of the Saudi Ministry of Investment, who provided insights into Saudi Arabia’s dynamic investment environment. He emphasized the significance of the National Investment Strategy (NIS) within the context of Vision 2030.
Key initiatives to foster investment include the establishment of five Special Economic Zones focusing on various sectors and the Global Supply Chain Resilience Initiative (GSCRI), which aims to bolster local resources and capabilities while attracting foreign direct investments (FDIs) in export-oriented products and services. Additionally, significant reforms have been implemented to facilitate business operations, such as 24-hour business visa issuance, expedited customs clearance, easy access to financing, and regulatory changes allowing 100% foreign ownership in most sectors. These efforts are supported by various governmental incentives, including tax reliefs, cash incentives, and capital deployment opportunities.
The Austro-Arab Chamber of Commerce, in partnership with the Federation of Austrian Industries, orchestrated a thriving gathering with the Ambassadors and Representatives of the Arab States on 30th April to foster bilateral relations and explore avenues for economic collaboration. The event saw the participation of ambassadors and representatives from Algeria, Egypt, GCC, Iraq, Tunisia, Kuwait, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Syria, and Yemen, alongside the OPEC Secretary General and Vice-President of OPEC Fund.

Mr. Georg Knill, President of the Federation of Austrian Industries, took the stage to introduce the Federation to the audience, providing a comprehensive overview of its pivotal role in political spheres, adeptly representing the interests of its members.

Following Mr. Knill's introduction, His Excellency Dr. Abdullah Tawlah, Ambassador of the Kingdom of Saudi Arabia and Current President of the Arab Ambassadors Council, underscored the significance of fostering robust ties between Austria and the Arab nations.

Dipl.-Ing. Mouddar Khouja, Secretary General of the Austro-Arab Chamber of Commerce, complemented His Excellency's remarks with a nuanced elucidation of the history and trade relations between Austria and the Arab countries. With more than half of the world’s oil reserves being located in the Arab countries, and some of the fastest growing economies with GDP growth reaching up to 9%, the Oil & Gas sector remain to play a pivotal role in the future, although we currently see a strong trend for diversification, especially in the Gulf countries.

His Excellency Alghais, Secretary General of OPEC, underscored the strategic significance of OPEC in shaping future energy sourcing, emphasizing its pivotal role in facilitating the development of emerging trends in energy production. From pioneering resource development initiatives to navigating the dynamic landscape of energy composition, OPEC is poised to address the steadily escalating demand for energy in the forthcoming years. He emphasized OPEC's dual role, not only as a key influencer in shaping future energy paradigms but also as a staunch advocate for development aid and economic empowerment.

Transitioning the discourse to Her Excellency Al-Sheiby, Vice-President of the OPEC Fund, attention was drawn to the pivotal role assumed by the organization as a primary purveyor of development assistance. The OPEC Fund remains steadfast in its commitment to fostering economic growth and social advancement in low- and middle-income nations worldwide, irrespective of their affiliation with OPEC.

The discussions underscored the commitment of all stakeholders to support energy transition and create future collaborations especially in this field. The meeting served as a platform for constructive dialogue and the exchange of ideas, laying the groundwork for future collaborations between The Federation of Austrian Industries and the Arab states.

As we reflect on the outcomes of the summit, it is evident that the discussions have paved the way for meaningful partnerships and initiatives aimed at advancing mutual interests. Moving forward, it is imperative to build upon the momentum generated by this event, leveraging our collective strengths to drive positive change and prosperity in our respective regions.
