Following the political transition in December 2024, Syria has witnessed a series of transformative developments that signal a fundamental shift in its economic trajectory and international positioning. These changes have created a markedly different investment landscape characterized by the progressive easing of international sanctions, substantive legislative reforms, and the emergence of large-scale foreign investment commitments across critical infrastructure sectors.
The most significant development has been the comprehensive lifting of international economic sanctions. In June 2025, President of Syria issued Legislative Decree No. 114, introducing comprehensive amendments to Investment Law No. 18 of 2021.
